How to upsell a product on the cart page if any product of Collection X is inside cart?

We are looking to adding an item as an upsell to a collection. For instance, if people purchase a Halloween costume, they get a free led collar, which would be added on the cart page, to select their free collar.
Use cart rules
About upselling in the cart page if one of the product of a specific collection is inside the cart already, you can use our "Rules".
Note: By default, the cart rule is "Always", which means the upsell is always displayed.
Possible cart rules
- If cart contains products/collections
- If cart doesn't contain products/collections
- If cart amount >=
- If cart amount <=
